Deck permits inside Rochester city limits go through the Rochester Building Department. Properties on Lake Manitou outside city limits go through the Fulton County Building Department. Lake-adjacent decks also require Indiana DNR review.

Rochester Building Department is at 320 Main Street in Rochester City Hall. Fulton County Building Department is at 815 Main Street. Indiana DNR LARE applications are filed online with supporting site documentation. Bring a site plan and structural drawing.

HOA Note

Lake Manitou and Bruce Lake have informal lake associations rather than full HOAs in many sections. Some shoreline subdivisions do have covenants. Newer in-town developments may also have HOA rules. Check before finalizing the design.

Deck Footings and Frost in Rochester

Rochester's soil varies sharply between in-town lots and lakefront properties. In-town soil is mostly silt loam and clay loam, which holds footings well. Lake Manitou shoreline lots have sandy, often saturated soil that does not hold standard sonotube footings reliably.

Frost depth in Fulton County runs 36 to 42 inches. We pour all footings below 42 inches. On Lake Manitou shoreline properties, we use helical piers or bell footings to deal with sandy soil and high water tables.

Lake Manitou is a public freshwater lake under Indiana DNR jurisdiction. Decks within 10 feet of the ordinary high water mark require a LARE permit before the local permit is issued. We handle the DNR submission as part of lakefront projects.
