Knox is the county seat of Starke County, sitting in a part of Northern Indiana that's defined by lakes, agriculture, and small-town character. Properties in unincorporated Starke County go through the Starke County Building Department. Lakefront properties on Bass Lake and Koontz Lake are subject to Indiana DNR LARE permit requirements for any structure within 10 feet of the ordinary high water mark. Bass Lake is state-owned, which means DNR oversight is consistently applied there.
Contact the Knox City Building Department at Knox City Hall for in-city permits. For unincorporated Starke County properties, contact the Starke County Building Department. For shoreline projects on Bass Lake or Koontz Lake, file a LARE permit application with Indiana DNR before beginning the local permit process. Bass Lake's state ownership means DNR review is actively enforced.

Knox and the surrounding Starke County lake communities generally operate without formal HOA governance. Bass Lake has an informal lake association that advocates for water quality and shoreline standards, though it does not carry the binding authority of more established associations on larger Indiana lakes. Check the norms of your specific lake community before starting any shoreline project.
Starke County's soils reflect the county's glacial history. Much of the upland agricultural land has sandy loam to loam, well-drained and productive. Sandy loam augurs cleanly and holds posts reliably at frost-compliant depth. Knox's residential lots on upland ground share those characteristics, making for efficient installations.
Bass Lake's shoreline is a different picture. The soil right at the water is sandy and often saturated, especially in lower-lying sections near the lake's edge. Standard concrete post-setting doesn't hold in those conditions. We use helical anchors and concrete bell footings on every Bass Lake shoreline job. The anchoring adds cost, but it's the only method that holds through spring thaw.
The broader Starke County area includes some low-lying wetland terrain, particularly toward the Kankakee River corridor in the south end of the county. Properties in those zones have elevated water tables and need adapted installation methods. We assess every site individually before committing post locations.
Starke County is lake country, and the properties around Bass Lake and Koontz Lake represent a significant share of the fencing and railing work we do in this area. Bass Lake is one of Indiana's largest natural lakes, drawing a mix of seasonal and year-round residents who invest seriously in their properties. Koontz Lake is a smaller, quieter community with its own shoreline development.
At 2,718 acres, Bass Lake is one of the largest natural lakes in Indiana and is state-owned for public recreation. Its size and state ownership mean Indiana DNR oversight is actively applied to shoreline structures. Any fence, railing, or structure within 10 feet of the ordinary high water mark requires a LARE permit from DNR. The sandy shoreline soil requires adapted anchoring methods for any post installation near the water.
Koontz Lake is a smaller residential lake in Starke County with a mix of year-round and seasonal properties. It is a public freshwater lake subject to Indiana DNR shoreline setback rules. Shoreline soil conditions are similar to Bass Lake: sandy and often saturated right at the water's edge. DNR LARE permits apply for structures within 10 feet of the ordinary high water mark.
Indiana DNR requires a LARE permit for any structure within 10 feet of the ordinary high water mark on public freshwater lakes under Indiana Code 14-26-2. Bass Lake's state ownership means DNR review is consistently enforced there. Applications go through the Indiana DNR Lake and River Enhancement program. Start the LARE application before filing any local building permit, as DNR review typically takes several weeks during the busy spring and summer season.
Aluminum railing on decks, docks, and waterfront terraces is the most requested product for Bass Lake shoreline properties. Property owners here invest in durable, low-maintenance systems that hold up to the shoreline environment and stay looking right for years. We anchor every installation using methods appropriate for Bass Lake's sandy shoreline soil.
Starke County's farm ground generates regular work for perimeter fencing, livestock containment, and lane fencing. We install high-tensile, woven wire, and board fence for operations throughout the county's rural townships. Sandy loam soils in this part of Indiana drill cleanly, which makes for efficient installations on agricultural sites.
Knox's residential neighborhoods have steady demand for vinyl privacy fencing and chain-link for utility applications. Homeowners wanting to define their yards, contain dogs, or upgrade from aging fences are the primary customers. Six-foot vinyl is the most common residential choice for privacy; chain-link handles larger back lots practically.
Koontz Lake's residential shoreline generates its own fencing and railing work, both for lakefront structures and for property perimeters on lots set back from the water. Aluminum railing and vinyl fencing are the primary products we install in the Koontz Lake community.
