Properties in the surrounding Kosciusko County townships use the Kosciusko County Area Plan Commission, the same office that handles Warsaw-area unincorporated permits. Any project near Lake Wawasee or Syracuse Lake has to go through Indiana DNR review as well, and the Lake Wawasee Association has its own shoreline management rules that operate parallel to but separate from state permitting.
For Syracuse town properties, start with the Syracuse Town Hall for the local permit. For unincorporated Kosciusko County parcels, contact the Kosciusko County Area Plan Commission in Warsaw. For shoreline projects on Lake Wawasee, contact both Indiana DNR LARE and the Lake Wawasee Association before filing any local permit application.

Indiana DNR: Lake & River Enhancement (LARE)
Lake Wawasee has one of the most active lake associations in Indiana. The LWA's shoreline rules cover vegetation, structures, and aesthetic standards that go well beyond state minimum requirements. Properties on Wawasee should treat LWA approval as a prerequisite for any shoreline fence or railing project.
The soil conditions in the Wawasee area are some of the most challenging we encounter anywhere in our service area. Right at the shoreline of Lake Wawasee and Syracuse Lake, ground is often sandy, saturated, or both. Standard post-setting methods in concrete simply don't hold in those conditions. We use helical anchors and deep bell footings as standard practice on every shoreline job here.
Moving back from the water, soil transitions to better-draining loam on the area's higher ground. Properties set back 50 feet or more from the lake edge are generally workable with standard augering, though the frost line still demands 36 to 42 inches of depth.
The Syracuse area sees a significant seasonal fluctuation in water table levels. Spring is the most difficult time for post installation near the water, when snow melt and rain push the water table up. We plan lakefront projects with that seasonality in mind.
The Wawasee lake district is the dominant context for almost all of our Syracuse-area work. Lake Wawasee and Syracuse Lake together cover more than 14,000 acres of water and are surrounded by a mix of seasonal cottages, upgraded year-round homes, and substantial lakefront properties that have been in families for generations.
At 13,516 acres, Lake Wawasee is the largest natural lake in Indiana. The shoreline is extensively developed. The Lake Wawasee Association has shoreline management rules covering structures, vegetation, and aesthetics that are among the most detailed of any lake association in the state. LWA approval is a required step for any fence or railing project within their jurisdiction.
Syracuse Lake at 1,100 acres connects directly to Lake Wawasee and has its own substantial shoreline development. Properties here face similar soil challenges and the same DNR setback requirements. Syracuse Lake properties may fall under LWA oversight depending on their location and membership status.
Indiana DNR requires a LARE permit for any structure within 10 feet of the ordinary high water mark on Lake Wawasee and Syracuse Lake, under Indiana Code 14-26-2. The Indiana DNR Region 3 office is located in Warsaw, which makes them the primary contact for Kosciusko County lakefront permit questions. For Wawasee properties specifically, begin with the LWA and DNR simultaneously, as both approval processes take time and run in parallel.
Aluminum railing on decks, docks, boat houses, and lakefront terraces is the single most common request in the Syracuse area. Lake Wawasee properties range from upgraded seasonal cottages to substantial year-round residences, and virtually all of them have some outdoor deck or railing component. We spec aluminum rated for permanent weather exposure and anchor it to hold in shoreline soil conditions.
Lots on Lake Wawasee and Syracuse Lake are often narrow, placing neighbors in close proximity. Privacy fencing between adjacent lots is a common request, especially as seasonal cottages convert to year-round use and owners want defined outdoor space. We design these installations to comply with both LWA rules and DNR setback requirements.
The Wawasee area has seen steady conversion of seasonal cabins into full-time residences over the last decade. Owners making that transition often want a perimeter fence that defines their property and provides privacy. These projects require planning around LWA guidelines and tight lot configurations.
Many Wawasee properties are adding or expanding outdoor living decks as part of renovation projects. Railing on those structures needs to meet Indiana building code requirements while working within the aesthetic guidelines that LWA enforces. Aluminum and vinyl railing in styles compatible with LWA standards are our standard recommendations.
